<p>I came to visit Alaska with my son from Kentucky, well within 2 and half weeks been up here and the Office of Children&#8217;s Services took my son from me and my husband. They swabbed my mouth, said I did meth, then accused my husband of giving my son alcohol. All of mine, my husband, and my son&#8217;s, hair follicle test all came back negative.</p>



<p class="has-vivid-cyan-blue-color has-text-color" style="font-size:34px">7,500.00 and 8 Counts of False</p>



<p>So now I&#8217;ve been struggling this state has put my husband in jail saying he has 8 counts possession of child pornography but then like 4 days later they said oh we had a false error so now you&#8217;re only charged with five counts no it doesn&#8217;t work that way his bail is sitting for 7,500 dollars.  The Office of Children&#8217;s Services has to falsely accuse him of something so our family does not get our children back. </p>

<p>OK, and remember he is locked up and accused of child pornography, though they have zero proof. He does not own a computer and there was nothing on his cellphone. Even if they claim there were 3 errors, they made his bond 7,500.00 and need help getting our attorney to talk to him, he has left her 15 messages. I have left her 10. They are treating him like a piece of garbage, never read him his rights, it was over 24 before they gave him arraignment that&#8217;s illegal. </p>



<p>They put him in the hole in jail because Fighter Cries (they are good friends and support Fighter Cries and have for over a year.)  was trying to help him get out. They won&#8217;t give him a bond hearing and they will not give him medical or mental health treatment. They accused me of a false mouth swab on me.  They accused Jason of pouring beer down his son&#8217;s throat, making him drink beer even after a hair test and tests say he was clean from everything. They abused him mentally by not letting my son talk to his siblings or his legal grandparent. The foster care person is Jason&#8217;s aunt and she refuses to get his nose checked out and won&#8217;t give him medical for it</p>

<p>This is News From a very trusted source in Alaska: Must Read Alaska posted an article after being told by multiple parents that the new normal for students in the Anchorage School District at Whaley School amounts to cruel and unusual punishment.</p>



<blockquote class="wp-block-quote is-style-default"><p>Anchorage school district is forcing children to kneel on pads on the floor instead of sitting in chairs while using their chairs as desks. Somehow there is &#8220;science&#8221; behind this child abuse, alongside wearing a mask for six hours a day. These preschool and lower school children at the Whaley School will also bring a five-gallon utility bucket to hold their lunch, jackets, and supplies in lieu of a locker. <p>So we ask, what the heck Alaska? Where is the regulation saying that is healthy and beneficial to students as young as 3 years old to do this with no recess and no mask breaks except for lunch?  This educational model provides no room for improvement of social skills and could be detrimental to the mental and physical health of the children.  Is this the &#8220;new normal&#8221; idea of &#8220;school&#8221; or should we just call it a prison?  </p>

<p>My story begins with my first begun at day one with Judge Kari Kristiansen. Before I filed a divorce you have to have a glimpse into what my life was with my ex-husband. I was like a single mom with twins and I quit my job to stay at home because one was in the NICU. I learned really fast what it’s like to have 5 appointments a week because my daughter is 1,000 in the world with oculodentodigital dysplasia. She has had 8 surgeries a lot of flying to Seattle.<br>She has always turned her eyes to hard evidence against my ex-husband and that blatantly saying that I am the one person that my girls should be with. Their dad was never around for anything.<br>I thought I prepared myself by hours of recording his alcoholic behavior meant nothing to Judge Kari Kristiansen. Also in 2018 was my ex-husbands first OCS investing his alcohol use. They blew the case by showing up to visit him at the time he got off of work instead of a few hours later to catch him drinking. I had court-ordered supervised visits because my ex-husband had falsified a restraining order and I did complete all of my classes during the first year. I did my supervised visits for 6 months longer than it was ordered. That person had testified for me during my trial, including 7 others.<br><br>When my ex had immediately moved in his girlfriend was when I and my friends started to notice a lot of boundary problems with my daughter’s. I set up an appointment with her pediatrician because I thought she needed counseling she told me and her pediatrician that she was being molested by one of the boys who live in her dad&#8217;s house. She was also getting kicked every day. The pediatrician looked over my daughter’s body and she said that she had to notify OCS not even a month later my daughter came to my house for her visits with bruising all over her body she had said that the boy had pushed her off her bike on purpose. I asked her during the conversation if that boy was still touching her vagina she replied yes I called her pediatrician. I got her in as soon as possible. She talked to her pediatrician alone at that time I sat in the waiting room because of course their dad always has blamed me for everything. And that time I did not really understand what my daughter told her pediatrician about all I knew was she was calling Ocs again and troopers. I read my daughter&#8217;s chart notes which were a nightmare she has gone through every single type of abuse physical, sexual, and nutritional. Being locked in their rooms for days without food and water. Being beaten by everyone in the home. And sexual abuse not only the 8-year-old boy but his 12-year-old brother. I went and filed 2 different restraining orders 2 different times to protect my daughters from the boys. All denied immediately waiting on the Ocs and the trooper&#8217;s investigation. Ocs opened and closed the cases because there were 2 at the point. After 1 month they closed them. This was when I called my friend from celebrate recovery caseworker for a year and I cried out what are you waiting for my daughter to wind up raped and found dead on the side of the street? My ex-husband also had another case that year for my other daughters the school had called them for neglecting her medical care after a surgery. He only has been doing the bare minimum for what she needs no therapy only surgeries. He did not even let the school know that she had a surgery that way they can get her back in occupational therapy through her IEP. On top of everything I have been nothing but harassed and stalked by his girlfriend since the last day of my divorce she has been nothing but rude disrespectful and going off on me in front of my girls every single drop off and pick up I usually meet her at the troopers station because of the situation. My divorce was finalized in April for over a year and the only good thing the judge has done is have my ex-husband blood alcohol monitor for 3 months and I can guarantee that he was falling at least every other day. This judge has never court ordered my ex to rehab or anything that I ask for him in motions.<br>Well, I wound up right back in court because my twin had tried to kill herself in December. I found out through a text and I can say that not one person In their house had taken my daughter to the hospital. I called the school the next day to see if the principal could talk with my daughter and I let him know what took place. Yes, dad had sent her to school the next day as nothing happened. He called me back 3 hours after the sit-down, he also had the nurse and a counselor from the school and he asked me if I can take her to the hospital she is severely depressed. I did not hesitate but the only right I have is in emergencies to set up appointments. I sat there for 6 hours with my daughter and she is terrible. She kept telling me every 3-5 minutes about having thought this is an 8-year-old child that has always been outgoing. Dr&#8217;s recommendation Matsu health within 3 days. I set up the appointment and my ex kept calling and canceling my daughter&#8217;s appointment. </p>

<p>He was out of town for work and he wanted to wait a couple of weeks until he returned. His girlfriend has always been running my girls around basically like I was when I was in his life because he never did anything. I called Ocs to let them know what was going on with him refusing my daughter&#8217;s medical care. I also sent him many text messages throughout the day that he can’t deny our daughter of her needs. He had shown up at 3 with my daughter after multiple games I had to sit in the waiting room and she was going off on me which is nothing new it happened at every single Drs appointment even surgeries with my special needs daughter. After my daughter talked with the suicidal eval I had the pleasure of listening to her talking about everything while his girlfriend was going off on a couch next to me saying that I had no right to do anything legally because my ex has the legal. But I already gave Mat-Su health my custody papers. She was running her mouth when the dr kept saying that my daughter did this because of the parents fighting.</p>



<p><br>I filed for full legal and physical at the time. I wound up in court in July 2020 and I took copies of every single chart note that my daughter is severely depressed and where it comes from. I also filled out because I have witnesses who have seen my ex purchase alcohol with my kids in tow. My custody clearly states that he cannot have alcohol In his system. The problem is that the Judge first stayed about my disease during the last trial and I let her know that we were there to talk about my daughter. I let her know that I see my neurologist regularly and I have 0 symptoms of Huntington’s disease. It’s been something that she has held against me for the whole process with no one testifying about my disease but my self and I have chart notes to prove that. I take care of myself this is the only evidence besides a google link my ex’s attorney showed the judge. As of right now when I was writing this another OCS case is opened for the fighting in his home with his girlfriend, he has been physical, emotional to her. My daughter tried to kill herself just because of the constant fighting that comes with him. This is a very difficult time 9 cases now and they have always been open close and on top of that I have a terrible judge that is turning a blind eye.</p>

<p>We are Inupiaq, our culture allows our oldest child (boy) be given to the grandparents. It is a survival move that has been with our people for centuries. </p>



<p>So, our daughter gave Grandson to us the day he was born, to make this short as possible, he had gotten sick on a Sunday, June 1st, if I remember correctly. </p>

<h2>STORY CONTINUED </h2>



<p>I was helping a relative put a roof on his cabin when I was told that Grandson would be flown to Kotzebue on an emergency flight. I learned later that he was having seizures and vomiting along with a high fever. </p>



<p>After three days, my wife calls and says that baby was taken by OCS ( the Alaska Office of Children&#8217;s Services ) claiming they have a petition signed by a judge to take the baby on an emergency basis. I mean, how emergency can one get when one is in a hospital bed tied to an IV? </p>



<p>There was no hospital staff present during the whole ordeal my wife had to go through, Frank Gage and Angela Feisel walked into the hospital room where Grandson and my wife were assigned. They informed her that they had an emergency petition signed by a judge to take our Grandson. My wife refused, so they said that they&#8217;d be back with a policeman. They came back with one, my wife was threatened with jail if she did not give him up. She was afraid, as she has never been to jail, so she gave him up and was told not to come back or will be arrested for trespass. After she left, the hospital, in their report put that the baby was abandoned and called OCS. </p>



<p>The story gets worse, we had a long three year battle to try and get him back, Our parental rights were terminated, even though we didn&#8217;t &#8220;properly&#8221; adopt him. (Cultural Adoption , not Tribal adoption, there is a difference)</p>



<p>After losing the battle of parental rights, at the last hearing with OCS, the supervisor said something interesting, she said, Oh, by the way a miracle has happened today, Grandson no longer has the condition of CPT1-A. He is healed! (While he was at the hospital, a doctor, who was a special needs doctor, diagnosed our grandson with CPT1-A. The doctor was an intern.) </p>



<p>He was also adopted out to strangers (OC attorneys told the judge that he was adopted out to relatives), thus falsely showed compliance with ICWA. </p>



<p>After we lost our baby, an OCS field agent from the Nome agency called me and asked me to look into why they took our grandson, that they took him for a whole different reason, not what they claimed, that he would speak out, but didn&#8217;t want to get fired&#8230;</p>



<p>We&#8217;ve been through lots of help trying to get him back, but this organization is powerful.</p>

<p>Lonnie was released from ocs on June 8 2020 on his birthday. That&#8217;s all he&#8217;s been talking about. </p>



<p>Then June 9 2020 they seized him to court AGAIN with different OCS there and Foster Parent Kayla Anderson says he needs a guardian if he stays under their control in Anchorage for five more months he will get monthly checks during that time. </p>



<p>Lonnie is getting a hold of President Trump and Governor Mike Dunleavy. Lonnie comes from the neighboring village that Governor Dunleavy’s wife comes from.</p>



<p>We need to get Lonnie free again since yesterday! For crying out loud! From Lonnie.</p>

<p>The Judge says I’m not allowed to get out of OCS Custody this morning yesterday was my 19th birthday about two day ago I had a court hearing that the Judge says I am allowed out of OCS custody. A different Judge this morning(7/9/2020) says I am not allowed out of OCS custody. Lonnie is of sound mind and totally a good guy. </p>

<p>The Judge says I’m not allowed to get out of OCS Custody this morning yesterday was my 19th birthday about two day ago I had a court hearing that the Judge says I am allowed out of OCS custody. A different Judge this morning(7/9/2020) says I am not allowed out of OCS custody.</p>



<h4>Lonnie: </h4>



<p>OCS they OCS I need a guardian to make me a citizen. I told I don’t need any of that I can take care of myself. I know how take care myself OCS is making me stay in OCS custody when I don’t want to. I don’t know what do. I need help. Kiana tribe will help me get out of OCS custody and I need people to help me please.</p>



<p>Lonnie’s Mom: Kayla Anderson is Lonnie&#8217;s FB friend, she is an Independent Living Specialist. She supposedly is responsible for petitioning for the continuance of Lonnie&#8217;s custody under Alaska’s Adult Protective Services…wow…criminal acts committed right before your eyes.</p>



<p>Both Lonnie and his brother who is 16 want nothing more than to be home with their parents and Alaskan Kiana Tribe. OCS is nothing but discriminate and selfish. They only want what puts money in their pockets and not what would make these awesome boys happy.</p>



<p>The only offense is he wants to go home. </p>

<p>My daughter was removed from her home on February 5th, 2019. She turned 11 the day of the removal. </p>



<p>PSS Valerie Dawson escorted my daughter from her home around 1:30pm to Children’s Place.  Where she was unrelentingly questioned, not given food, not given any familiar adult support. </p>



<p>My daughter has PTSD and anxiety, which PSS Valerie Dawson was told before removing my daughter.<br></p>



<p>PSS Valerie Dawson escorted my daughter to Mat Su Regional Hospital.  After a very had day of non-stop questioning and health exams from an unlicensed professional who had the flu. </p>



<p>My daughter was then subjected to being told she was staying in the ER then going to NorthStar Mental hospital.  Due to the fact she was being suicidal and homicidal. My daughter was very scared, confused, and sick. My daughter was kept in the ER department.  Where they performed more tests on my daughter before I was allowed to see her at 9:20pm.</p>



<p>I was not able to calm her down for over 3 hrs of being there.  Due to her anxiety and PTSD attack and being told she was going to Northstar. </p>



<p>On February 6th 2019 at 12:56 am My daughter was complaining of severe hip pain.  I touched her she was burning up, skin was super dry. I had my daughter tested she had a 103.0 degree fever. February 6, 2019, at 1:07 am my daughter told a nurse.  “ I have had a hard life, my biological dad tried to kill me twice, because I told people he raped me.”</p>



<p>My son is 15. He has been accused, questioned, told he had sexual interactions with his sister. My son was forced into attending a counsellor.  Which is meant for sex offenders for six months even though he is legitimately not an offender. My son has maintained his honest innocence the whole time.  This unfounded accusation against my son has caused him to be, treated unfairly.   Told to not be alone with his friends or around one friend alone.  Bullied by state officials and youth advocates.  Told by Guardian ad litem Cecily Skoog-Moore, PSS Catherine Lester, and Guardian ad litem Bobby Beckwith.  He can not present his letter or side of the case.   Because the Honorable Judge John Cagle was a newer judge and did not know what he was talking about. My son still wrote the letter out and I have it.</p>



<p>PSS Valerie Dawson, PSS Catherine Lester, Guardian ad litem Cecily Skoog-Moore, Guardian ad litem Bobby Beckwith has done nothing but violate my children’s rights.  Their physical and mental health has torn apart our family and our freedom. They have lost faith in all state officials.  Including the state officials that are supposed to stand up for our rights and freedom. They no longer believe our government, police officers, judges, mental facilities, or lawyers are looking out for them. I am inclined to believe them due to the fact they have been violated by the State of Alaska.</p>



<p>I have been accused.  Treated as a criminal.   And mentally hurt by the Office of Children Services in the State of Alaska. </p>



<p>PSS Catherine Lester, has had inappropriate contact with a potential landlord causing me not to get into the place. PSS Catherine Lester sent non-stop text messages to me while working.  When asked to stop cause I was working she continued.  I was not able to turn off my cell being a vendor I had to have it on. This caused my boss to send me on break.  Call my lawyer and have her send an email telling her to leave me alone. This also played a big part in me not being able to maintain employment with them. </p>



<p>PSS Catherine Lester violated my HIPPA rights with Matsu Health Services.  Getting information from them about what I am seeing them for.  And omitting information about Office of Children Services.  </p>



<p>I had not obtained my ROI for them due to the fact I was not on the calendar yet. CEO John Cook is looking into this. </p>



<p>It is never enough with OCS.   You can do everything in compliance and have proof that you did it right, but it is not enough. You are made to do every class under the sun.   Even if you truly do not need some.  Every counselling appointment under the sun.  And they want you to go to court.  Go to work 40 hrs.  And keep that job.  As well as maintain a perfectly clean house.  And spend time with your children. In even a perfect world that will not work your Honor. Especially for a single mother, that is not allowed a boyfriend.  Because OCS will never approve a single mother to have a boyfriend. That is considered child abuse and could injure that child.</p>



<p>I understand the need for Children Services.  The protecting of the children from those that truly do harm to children and neglect them. I have no issues when they are truly protecting the well being of the children. I will not say I am a perfect parent for it is my honest belief that no parent is perfect. Being a parent is a learning process from the day that child is born to the day that you die.  I love my children!   I have completed my case plan.  To its full extent but completing a case plan is never enough with the Office of Children Services. My case plan could say go right but they really say you should spin in circles on your head. A tree can only bend so far till it breaks.</p>

<p>Kimberly Larson remembers the first time she was approached by human traffickers.</p>



<p>She was 12 years old, walking downtown in Anchorage, and strangers pulled over to ask if she wanted a meal at Wendy’s. They asked where she was living, what she needed.</p>



<p>“They were looking for a young girl to exploit,” she told ArcticToday. It didn’t work. The strangers’ oddly familiar questions set off alarm bells for Larson, and she kept walking.</p>



<p>By the time Larson reached her forties, she thought she was out of the danger zone. She had a home, a husband, three kids. She was no longer that young, vulnerable-looking girl. But Larson’s life wasn’t as stable as it seemed. She started drinking too much, then doing drugs.</p>



<p>“Everything went sour,” she said. She split up with her husband and began living with a boyfriend, who was soon exploiting her. When she left him, she had nowhere to live, so she began sleeping on her coworker’s couch. Then she lost her job.</p>



<p>She was homeless, jobless, addicted to drugs and alcohol. Just when she thought she couldn’t get any lower, she met the man who would eventually be convicted of trafficking her and several other women.</p>



<h3><strong>Alaska’s high rates of trafficking</strong></h3>



<p>It’s hard to say exactly how common human trafficking is in Alaska or elsewhere in the United States.</p>



<p>First of all, there are differences in state and federal legal definitions of what exactly constitutes sex trafficking. Federally, if a third party is benefiting from a sex act by a person under the age of 18, that is sex trafficking. In Alaska, the age is extended to 20. If the victim is older than that, then to get a conviction, law enforcement must prove that a trafficker used force, fraud or coercion.</p>



<p>But many people who have been trafficked don’t know the law, and others don’t realize they’ve been coerced. Larson, for example, believed she had chosen her situation and blamed herself.</p>



<p>“They really do intimidate you, they make you feel like you can’t be without them,” she said. “I was so broken on the inside.”</p>



<p>It took a long time, she said, before she could recognize the trafficking as exploitation — and even longer before she could change the way she saw and valued herself.</p>



<p>Another problem: It’s difficult to collect the numbers on how many people are trafficked, often because it goes under the radar in the legal system.</p>



<p>“We really haven’t gotten the data, gotten the information that we need to really understand the extent of sex trafficking in Alaska and, really, nationally,” Sen. Lisa Murkowski, a Republican from Alaska, said in a conversation with ArcticToday.</p>



<p>But the studies that have been done show that trafficking is a pervasive issue across the United States — particularly in Alaska.</p>

<p>In 2017, researchers from Loyola University&nbsp;<a href="https://www.covenanthouse.org/sites/default/files/inline-files/Loyola%20Multi-City%20Executive%20Summary%20FINAL.pdf">conducted a study</a>&nbsp;on the link between youth homelessness and human trafficking. The researchers interviewed residents of Covenant House, a shelter for young people, in ten different North American cities, including Anchorage, Atlanta, Los Angeles, Oakland and Toronto.</p>



<p>They found that 20 percent of the children had been trafficked in some way; 14 percent of those interviewed had been trafficked for sex, while 8 percent had been trafficked for labor. Some endured both.</p>



<p>Of the cities surveyed, Anchorage had the highest rate of trafficking. One in four girls and one in five boys at Covenant House Alaska reported being victims of sex trafficking.</p>



<p>“Think about that,” Murkowski told ArcticToday. “Out of 10 different cities” — including New York and Oakland — “Anchorage had the highest reported prevalence of human trafficking.”</p>



<p>Alaska Natives — particularly from rural areas — and&nbsp;<a href="https://nunatsiaq.com/stories/article/ottawa-inuit-team-up-with-other-indigenous-orgs-on-human-trafficking/">other Indigenous peoples across the Arctic</a>&nbsp;have frequently been targets for human traffickers.</p>



<p>Indigenous women and girls face&nbsp;<a href="https://www.arctictoday.com/does-the-united-states-need-an-inquiry-into-murdered-and-missing-indigenous-women-and-girls/">higher rates of violence and sexual exploitation</a>&nbsp;than their non-Native peers, Murkowski said, and Alaska Natives are frequently targeted by traffickers because of their appearance.</p>



<p>“To think that women and girls — and boys, as well — are being identified this way, because they might command a higher price in the sex traffic, is absolutely horrible and horrifying,” she said.</p>



<p>Many of those who are trafficked have recently arrived in a major city, like Anchorage, from rural areas.</p>



<p>“Within 24 hours of being in town, they can be caught up in a trafficking operation,” Murkowski said last week in an&nbsp;<a href="https://www.youtube.com/watch?v=dfya-In3I44&amp;feature=youtu.be">address to the Senate</a>.</p>

<p>Last week, two bills championed by Murkowski that highlight the epidemic of violence against Indigenous women and girls passed the Senate Indian Affairs Committee. Now, they’re headed to the U.S. Senate floor for a vote.</p>



<p>The Not Invisible Act and Savanna’s Act call attention to the high rates of trafficking, violence and murder facing Native Americans and Alaska Natives, and they seek to improve responses to this crisis from law enforcement, tribal leaders and others.</p>



<p>Though there have been&nbsp;<a href="https://www.arctictoday.com/does-the-united-states-need-an-inquiry-into-murdered-and-missing-indigenous-women-and-girls/">substantial efforts from advocates to fill in the gaps</a>&nbsp;on Indigenous women and girls who go missing or are murdered, data is rarely collected in an official or organized way, Murkowski said.</p>



<p>Earlier this month, the Senate’s sprawling spending package included $6.5 million for the U.S. Bureau of Indian Affairs to “take a more comprehensive look” and address the epidemic of missing and murdered Indigenous women and girls, as Murkowski, who chaired the appropriations process for this funding,&nbsp;<a href="https://twitter.com/lisamurkowski/status/1192905893379289090">said</a>&nbsp;on Twitter.</p>



<p>This funding would support&nbsp;<a href="https://www.arctictoday.com/a-breakthrough-in-alaska-cold-case-murder-shines-a-light-on-violence-against-indigenous-women-in-the-arctic/">cold-case investigations</a>, more equipment, training and background checks in order to address existing cases and to stop these crimes from happening in the first place, Murkowski added.</p>



<p>The $332 billion Senate spending bill must now be reconciled with the House version and pass committee before being signed by President Trump.</p>



<p>In the meantime, on Friday, November 22, Attorney General William P. Barr launched a “<a href="https://www.justice.gov/opa/pr/attorney-general-william-p-barr-launches-national-strategy-address-missing-and-murdered">national strategy</a>” for the Department of Justice to address missing and murdered Indigenous people. The strategy will help federal prosecutors and the FBI improve missing-persons investigations and data collection and analysis.</p>



<p>And on Wednesday, President Trump signed an executive order to establish a two-year&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/executive-order-establishing-task-force-missing-murdered-american-indians-alaska-natives/">task force</a>&nbsp;on missing and murdered Indigenous people, particularly women and girls. The task force will coordinate with tribal governments, work on new and existing cases, collect more complete data, and clarify who has jurisdiction over cases, among other goals.</p>

<p>These two issues — missing and murdered women and girls, and human trafficking — are closely related, Murkowski told ArcticToday: “Many of those who go missing or who are ultimately murdered have been part of a trafficking ring or just been involved with human trafficking.”</p>



<p>Anchorage sees such high rates of trafficking in part because it’s a hub for the state of Alaska, Josh Louwerse, program director of Covenant House Alaska, told ArcticToday. Many people come from elsewhere in the state to go shopping, see friends and family, attend meetings like the Alaska Federation of Natives, and to use services not available in smaller towns and communities.</p>



<p>“When it comes to mental health, behavioral health, substance use, even though I think we have some giant gaps in our systems, this is the place where most of that happens,” Louwerse explained. “If they’re feeling suicidal and they need to go somewhere to check in, the places are really in Anchorage.”</p>



<p>Once they are discharged from the hospital or health center, Louwerse said, they may not have a place to stay, which is how many end up at Covenant House. And many others are picked up by traffickers; according to the 2017 study, 77 percent of the children who were trafficked were homeless at the time.</p>



<p>“Folks who are vulnerable, folks who are homeless, folks who have been abused and marginalized in all these sorts of ways, they’re more likely to be recruited, because they’re in a hard spot,” Louwerse said.</p>



<p>There have also been cases, he said, of traffickers specifically targeting women and girls in rural communities. A few years ago, traffickers admitted to plans of bringing victims from villages into the city, calling it “tundra pimping,” Louwerse said. And there’s also trafficking that happens within the rural communities themselves, he added.</p>



<p>Robin Bronen is the executive director of the Alaska Institute for Justice, which works with survivors of human trafficking.</p>



<p>“One of the huge issues in this state is related to the lack of law enforcement in rural Alaska,” she told ArcticToday. Without law enforcement in rural communities, patterns of abuse and violence that start or exacerbate the cycle of trafficking may never be addressed.</p>



<p>“If you’ve been the victim of domestic violence, sexual assault or child sexual abuse,” she said, “it increases your vulnerability to being victimized again in a human trafficking situation.”</p>



<p>“If we don’t deal with epidemics of domestic violence, sexual assault and child sexual abuse, we’re not doing enough to prevent human trafficking from occurring,” Bronen said.</p>



<p>Larson called the cycles of violence and trafficking an “epidemic” in Alaska, and said that girls are being targeted at younger and younger ages.</p>



<p>It took a long time for Larson to get back on her feet again. “It was really hard to change my thought process,” she said. She’d long believed she wasn’t worth loving. “When you have that feeling your whole life, it’s super easy to be used by men,” she said.</p>



<p>Now, Larson has reconnected with her children and her faith; she has a job and two puppies at home. “I have a purpose,” she said. “I have reasons to be okay and to be happy.”</p>



<h3><strong>‘This is not the life I want to live’</strong></h3>



<p>One organization that helped get her find her confidence is a nonprofit called Priceless Alaska, which has assisted about 140 women and girls after being trafficked.</p>



<p>Adrienne Tucker, a case manager at Priceless, said that about 70 percent of the girls and women she meets don’t realized they were trafficked. “A lot of them feel like it’s their fault,” she said. When she meets women who may have been trafficked, she asks specific questions to ascertain if they endured force, fraud or coercion.</p>



<p>“Were you forced to do something you didn’t want to do? Or were you brought into Anchorage?” If someone was brought into the city from, say, Kotzebue, that can be a red flag, Tucker said. “Did they meet someone online that offered them a job of modeling or something like that?” Many of the women and girls who work with Priceless were recruited online — through social media, dating sites and job sites.</p>



<p>Even if the women and girls initially believe they chose this life, Tucker said, “they’ll flat-out say it like, I don’t want to do this anymore. This is not the life I want to live. And I feel like I have no control over my life.” That’s when they’ll realize they’ve been trafficked, she said.</p>



<p>Priceless connects trafficking survivors with mentors who help the women and girls build a new life. Tucker will help find housing, transportation, substance use treatments, navigate protective orders and custody battles and more. Then the mentors help the survivors fill out housing and job applications, help them move, take them to eat.</p>



<p>“Whatever it is, they’re just being a friend to them,” Tucker said. “Kind of introducing them to a new normal.”</p>



<p>Alaska’s main industries — tourism, fishing, oil and gas — make it particularly vulnerable to sex trafficking, Tucker said. She said trafficking is a growing problem throughout the state, but it’s especially a problem for women and girls from rural communities. “The most vulnerable population are the ones from villages because they’re so tiny,” she said. Alaska Native women and girls make up the biggest client population at Priceless, she said.</p>



<p>The problem of human trafficking appears to be growing across in other Arctic nations, as well — though it’s difficult to find numbers that are specific to those nations’ Arctic regions.</p>



<p>In Canada, First Nations women and young people make up between 70 and 90 percent of those found in the sex trade in areas where Indigenous people represent less than 10 percent of the population, researcher Victoria Sweet found. As the Arctic heats up and more people travel to the region, she wrote, the number of Indigenous women in Canada’s North who are trafficked will likely increase, if measures aren’t taken to prevent that.</p>



<p>“The combination of development in rural locations, the demographic shift of outsiders moving to the north, and the lack of close monitoring in this circumpolar area is a potential recipe for disaster for indigenous women in the region,” Sweet&nbsp;<a href="https://brill.com/view/journals/yplo/6/1/article-p162_7.xml">wrote</a>&nbsp;in her 2014 study.</p>



<p>A 2014 report by Helen Roos also&nbsp;<a href="https://nunatsiaq.com/stories/article/65674human_trafficking_child_exploitation_happening_in_nunavut_report/">found</a>&nbsp;that&nbsp;“Inuit represent one of the most vulnerable populations in Canada.”</p>



<p>Among Arctic nations, Russia suffers from especially high rates of trafficking, according to the U.S. State Department’s&nbsp;<a href="https://www.state.gov/wp-content/uploads/2019/06/2019-Trafficking-in-Persons-Report.pdf">annual report on human trafficking</a>. Labor trafficking is the predominant problem, the report said, but sex trafficking has also continued to occur.</p>



<p>In 2018, Russia reported 14 investigations and 18 convictions related to trafficking. But the Global Slavery Index&nbsp;<a href="https://www.globalslaveryindex.org/2018/findings/country-studies/russia/">estimated</a>&nbsp;that 794,000 people were trafficked in Russia in 2016. For comparison, the organization estimates about&nbsp;<a href="https://www.globalslaveryindex.org/2018/data/country-data/norway/">9,000 people in Norway</a>&nbsp;and&nbsp;<a href="https://www.globalslaveryindex.org/2018/findings/country-studies/canada/">17,000 in Canada</a>&nbsp;are trafficked every year. (The United States, Sweden and Norway were among their list of the top ten countries working to address human trafficking.)</p>



<h3><strong>Strengthening communities, gathering data</strong></h3>



<p>Josh Louwerse at Covenant House Alaska said strengthening services for Alaska Native communities, particularly in rural areas, should be a major part of the response to trafficking. That includes housing and treatment for mental, behavioral and substance use issues.</p>



<p>“If we can build stronger systems of service, there’s less vulnerable people to be trafficked,” he said. “We should get in front of that, and be able to get you into a safe place so that never happens.”</p>



<p>“Any way that we can strengthen communities and their ability to navigate hard things and hard situations with young people would go a long way,” Louwerse said.</p>



<p>In addition, more education on what trafficking is — for survivors, but also for law enforcement and judges — would help to identify and prosecute cases. Larson said women and girls who have been trafficked often see police as the people who want to bust them, not help them.</p>



<p>But Louwerse is cautiously optimistic. Right now, trafficking is getting a lot of attention, he said — but the next step must be system-wide changes, before momentum is lost. That means educating those in law enforcement and the judicial system on what human trafficking is and how it should be prosecuted; it means collecting data more efficiently and effectively in order to understand the scope of the problem; and it means creating more accessible health and social services for those who need them.</p>



<p>“Otherwise, we’re going to have this wave [of interest] and then go on to the next thing,” Louwerse said.</p>



<p>Sen. Murkowski told ArcticToday that this is why she is introducing the issue to Congress in bill after bill.</p>



<p>“What we’re trying to do here is identify those areas where — through legislation, through administrative process, through training, through staffing — we can increase the reporting [of cases]; and then, as we increase the reporting, we can also increase the prosecution,” she said.</p>



<p>“The other side of it is also to address any gaps in services for the victim,” she said.</p>



<p>“It doesn’t make any difference how far away you are,” Murkowski said. “You deserve to have that level of justice. You deserve to have that protection.”</p>

<p>My daughter GG has been raised in the adult sex industry. My daughter is an asset to a criminal enterprise that is run by Carol Hartman with her partner Marco Gonzalez. Both Carol and Marco are my ex abusers. I was trafficked by both Carol and Marco from the age of 18 until I got away.</p>

<p>The Office of Children Service’s put me in a position where I have to deal with people that forced me to kill an unborn baby. They were very much aware of the fact that Carol and Marco were my abusers. And that I will forever believe they have been abusing my daughter her entire life.</p>



<p>My daughter GG and I have had a rocky relationship. Marco and Carol’s family painted me as the bad guy, someone that just ditched her and couldn’t care less about her. As she got older it was harder to keep her away. We made contact when she was in sixth grade. At the time I didn’t realize how much damage had been done. There are years of being in that strip club. Years when most children would be playing with toys; my daughter was cleaning up after adult entertainers. She was exposed to pornographic images, dog fighting, drugs, alcohol, basically the gangster lifestyle, everything that is encompassed within the adult entertainment industry.</p>



<p>My daughter has gone to Alaska Cares several times. And one report she went to Alaska Cares January 7, 2005 is in her file. Not only was my daughter abused. Everything she said was discarded and brushed under the rug. In 2005 the history complaint states concern that grandmother and father are bringing GG into their business, which is a strip club. Also concerns that GG has access to her father&#8217;s loaded gun. In the report she also states having other mischievous behaviors with family members including her biological grandfather. Again as I’ve said before I am not asking you to take everything I say is the gospel. I want you to do your research and I will provide information.</p>
